How to automate the assignment of HM/Recruiter at requisition level?

Hi team, 

Modifications to a job requisition template only affect job requisitions created after the change was made. In case if HM/Recruiter is tagged to any requisition & is an ex-employee (eg. resigned) which is defaulted from requisition template. Can we automate the assignment of HM/Recruiter at requisition level who is the current holder of that role/position in case if ex-employee was tagged at open requisition and at draft stage requisition?
