OFS Completed FAs to be sent over again to OIC (integration layer) due to outage

Last Thurday (10/26), there was an outage in our OIC area (OIC is our integration layer between C2M and OFS). When C2M requested the FA and OIC was down, FA transaction status in C2M were transitioned to Error and C2M has capability to retry these errored FAs to be resent over to OIC then to OFS.

However, there were field users that completed the FAs in OFS when OIC was down. These FAs' status in OFS remained as Completed. Only during FA completion that OFS triggers the integration to OIC then to C2M. Is there a way that OFS can resend these completed FAs to OIC so that C2M's counterpart FAs will be processed (as currently, FAs in C2M are hanging)? Does Oracle has outage documentation when the integration is down and OFS to resubmit FAs? Or any method from other projects what had they done when there's integration outage.
