Is there a way to enable photos to be sent over SMS to expense bot using Twilio?

Summary: Currently when using the expense bot over SMS, pictures are not being saved in the expense app. Is there a way to send photos using SMS? I'm aware that SMS allows for Images (as URL), but is there a way to send a regular photo through the bot so it saves in the expense app? Sending photos over URL are also not working.
