Organization Payment Method dropdown blank on Employee Self Service

Summary: When a user logs in via Employee Self Service (ESS) to add a new "My Payment Method", the "Organization Payment Method" dropdown does not contain any values.

The path used is Me --> Pay -->Payment Method --> My Payment Methods

The user is attached to a Valid Payroll, which has Valid Payment Methods.

This only affects users on some Business Units; users on other BU's are presented a valid list to choose from.

If a Payroll Professional where to add an Personal Payment Methods for an Employee via My Client Group --> Search -->Payroll -->Personal Payment Methods, a valid list of Organization Payment Methods will be available for the Business Unit.
