Is 23C.1.1 causing false "The job is no longer available" messages?

Summary:

We just updated to 23C.1.1 and are now seeing applicants getting the "The job is no longer available" message on jobs we verify are currently posted. Wasn't hearing of this issue last week prior to the update. Is anybody else seeing this? If so any solutions?
