how to maintain man power plan in recruiting

Hi All,

I am raising this question to brainstorm ideas on how to maintain manpower plan in recruiting. Taking an example from a recent implementation:

The OD team along with the department heads will decide on the total number employees to be hired for the coming year (say Jan 2024 to Dec 2024) based on the budget allocated. When they decide on the positions to be hired limited details of the positions will be decided like position name, department and no of openings and I believe this is the general practice followed across most of the organizations. Details like Hiring Manager and Recruiter may not be part of the annual manpower plan so we cannot load the requisitions using HDL or HSDL so that the
