How to prevent a supervisor from editing a subordinate's Goals?

I want to change the settings so that supervisors cannot edit subordinates' Goals.

I tried to change the settings in the page composer to the edit button on the screen after clicking the sheet name of the goal, referring to [How To Remove Access Of Adding Goals From Line Manager in Career Development ( Doc ID 2671771.1 )]. When I tried to change the settings in the page composer, I found that the edit button could not be edited (the gear icon could not be pressed) and the settings could not be changed.
Please let me know if there is a solution to the above or if there is another solution.
