Alert users while creating payments

Alert users when two periods are open at the same time

Hello

I´d like to know whether is possible to create an alert that fire when an user is creating a payment and in that moment there are 2 periods open.

For example at this moment october and november periods are open for Account Payables. If any user try to create a payment the system should raise a message warning about this.
