cpp arrears on Taxable benefits not taken into account

Summary:

(Context: Canadian Payroll)

An EE having a recurring taxable benefit. For one period (let's say PP12), he had no earnings, except for the TB, for which he would owe some CPP amount. But since there's no earnings, the CPP for that PP (PP12) is zero.

Comes PP13, he has earnings, but the CPP calculated for that period was based only on the earnings of PP13, and those of PP12 were not included.

This is the same for both 'Self Adjust at max' and 'Self Adjust'

At the Year End submission to CRA, the total CPP for the total year earnings is incorrect. This causes penalties by CRA. With a mass number, the amount becomes massive.
