contract getting created after running discard process without having the subscription

Summary:

RMCS contract that was not created from a Subscription. It was migrated into Oracle Fusion RMCS directly because all of the billing had been complete at the time of migration. For this one if we discard it, it will keep creating new contracts and there is no subscription behind it that we are able to close. please can anyone take a look and suggest us.
