Withdraw Resignation Workflow not working

Hi

We have created a workflow wherein when Employee withdraws the resignation It should flow to Manager and HR Representative.

Getting below error :

The request operation failed with the business rules defined for ResignationRuleSet.

ResolutionValidate the BPM rule for ResignationRuleSet and ensure it returns a valid approval hierarchy.
