Unable to Move candidate to Rejected to Employer state?

Summary:

I am trying to complete the action Move>Rejected by Employer>Save and Close, the candidate phase and state does not update (i.e. they are not rejected and remain in their same phase and state).

To create this scenario, here are my steps:

• My Client Groups>Hiring>Job Requisitions>Select applicable job requisition>Active Applications>Select the candidate
• Candidate is in Phase and State: Offer, Draft
• Select Move

• Select Phase and State, Offer>Rejected by Employer
• Save and Close

• After selecting 'Yes', candidate Status did not change

This is our usual process for rejecting a candidate so I am not sure why this is not working?
