Global and Local Transfer Notification to HR Team

Summary:

Our customer is asking for a notification to be triggered for all global or local transfer records managed or moved using ORC.

All the transfer records are moved and fall under Manage Job Offer then the HR solutions team should be notified to take further action.

Currently, seems there is no seeded notification from ORC for the transfer cases, can somebody suggest an alternate approach here either to use some seeded notification or the easiest way to create a new notification once the record is moved under Manage Job Offer?
