Can a candidate selection process phase be hidden from Recruiters?

Our recruiting team would like for recruiters to not view applicants until they reach a particular state. I've setup the 1st phase of our CSP as a restricted phase, and updated the privilege to View Non-Restricted Job Applications. This allows recruiters to not see these job applicants in the list. However, the recruiter can still move applicants within the restricted phase. Our goal is to not allow recruiters to have any move action or visibility of that restricted phase. What configuration would allow this? If the phase can't be hidden, is there a configuration in Setup & Maintenance that doesn't
