Workforce compensation spreadsheet issue

Hello experts,

I've noticed that when opening workforce compensation spreadsheet, the system doesn't allow me to enter percentages in component 1 % of eligible salary column while for the amount I can do it.

Is it a standard behavior?

Is there a way to manage % columns as well?
