Impossible to set Performance Rating profile content section not editable

Hi experts, our client requirement is to not allow manager to update the Performance Ratings evaluation of his/her employee. We have set the manager role in the Profile Content Section Access settings for the Performance Rating only in the View mode, we have run the Regenerate Data Security Grant process for all the roles, but the performance ratings section is still editable in the Talent Ratings page. Does anyone has experienced the same issue?
