Questions about Maintain Chart of Accounts Hierarchies process

We recently discovered we had an issue with a custom BIP report that was built for us by our implementation consultants. Long story short, we discovered that any new companies we have been adding are not showing up in the report. After digging through the SQL on the report, we realized that the issue was that the companies were not showing up in the following table: GL_SEG_VAL_HIERARCHIES. After doing some searching on Oracle Support, we found Doc ID 2528114.1 that seemed to speak to our particular issue. That Doc mentioned that two jobs need to be run to fix this issue: Maintain Value Sets and Maintain Chart of Accounts Hierarchies. After checking our Scheduled Processes, we determined that Maintain Value Sets was already running as part of the Process Account Hierarchies job, but the second one wasn't running. We did end up running the second one is a lower environment to test it, and it did seem to fix our issue, but we wanted to get a better understand of what this job is doing and what else may
