Default union member flag through auto complete rules

Summary:

We have created auto complete rule to default union member flag to "Yes" when there is a value in Union field for all the hires and rehires, otherwise union member flag value should be set to "No". This rule is not working as expected.

Would request anyone assist us to expedite this issue?
