We are using SOAP webservice to apply hold on the order header the moment it is imported into Oracle. In the first call, the order is imported with submitted flag as Y in REST API create sales order payload. Then immediately SOAP webservice is triggered to apply the hold on the order, which results in the hold getting applied on the order when the lines are either in Not started status or Scheduled status. This is achieved via Mulesoft integration with Oracle. For an another requirement related to partial shipping, we are intending to use REST API to apply and release holds on
