Can we skip approval to certain manager with no job level in hierarchy?

In requisition approvals, if we not define any Financial Delegation for requester's certain manager, Can we skip approval to that certain manager?

for example- We are using Supervisory Job level hierarchy . Requester has senior manager1 , senior manager 2, senior manager 3 and director in hierarchy. From this manager hierarchy Senior Manager 2 does not have Financial Delegation for approval . Can we skip approval to senior manager 2 ?
