How to create groups of locations for Expense Policies?

Hi,

The client has the requirement to have different approval rates based on whether the Hotel transaction occurred internationally, within the UK inside London or within the UK outside of London.

Based on this, is it possible to create Location groups to assign the approval rate to on the Rates Spreadsheet?
