Place Submit button at the TOP of a screen?

Summary: Is there a way to position the 'Submit' button to be at the TOP of a screen instead of at the bottom? The same question could apply for other button like 'Cancel', 'Back' and 'Dismiss' for example.


Content (please ensure you mask any confidential information): We have cases where it would be convenient to have the 'Submit' button at the TOP of the screen. Or maybe also have the Submit button in BOTH places (top and bottom of the screen). Is this doable?
