Lookup Education Level - tags seem to have no effect

We are trying to setup the lookup eduction level for indivdual countries. Therefore, we utilize the tag field and add values like +PL, -PL, +DE, -DE etc.

However, the system seems to ignore whatever we input there. As soon as we input a tag, the value just disappears for everyone. It doesnt matter if its a + or - value. Can someone explain if the tag field is functional at all for recruiting? Or are we doing anything wrong? Hopefully someone has an idea.
