How to set Oracle Account and Contact Enrichment App?

I checked the app in the URL below on the Eloqua App marketplace.

How can I use this app if the provider is Oracle?

I didn't hear from you even if you pressed the Get App button to submit the form.

The function we want is to check the data of D&B and set it to be entered in the Eloqua Account Table in Eloqua.

If, is the above app such a function? If not, please let me know what apps or methods are available to import and utilize account data from Eloqua with an external DB.
