Restrict apply hold on Orders with Picked status

Summary:

Hello All,

Currently when the Order is under Picked status, Holds are allowed to be applied. We have to restrict that such that, holds are not able to be applied on Orders which are already Picked (Picked status). Could you please advise how this can be achieved ?
