compensation letter/change statement shows wrong numeric separators

Summary:

I've configured a layout for a statement group, but the output is showing wrong numeric separators. In the UI it shows the European way like 10.000,50, but in the letter it shows the American way like 10,000.50. See the screenshots beneath. The numeric preferences are set to Dutch, so it should show the right values.
