Expenses Per Diem localisation for Sweden

In Sweden additional regulations are applicable for the Per Diem. One of those is if the trip starts after 12:00 and/or ends before 19:00 you are only allowed to pay out half the rate of the per diem.

To accommodate this we have setup below in the standard rates section:

Unfortunately this is not working as expected. It actually calculates the full rate when the entered day has more than 19 hours. If it's below 19 hours it calculates half a rate. Apparently this it how it works, so you can only enter a threshold of hours to make a calculation.
