Any suggestions on how to have a Per Diem Expense Type based on Employees base Location?

The standard Per Diem Expense Category allows to have the per diem rates based on the Destination Location. However, it does not show the feature to define Per Diem Rates based on Employees Base Location and Destination Location.

For example, the ask is, for an Employee based in Boston when travels to New York, is eligible for Per Diem of USD 50 per day. However, an Employee based in Chicago when travels to New York, is eligible for Per Diem of USD 75 per day. Is there a configurable way to set this up or will it require some sort of customization?
