incorrect start date for the PM work orders generated

Summary:

HI, we have setup work orders to generate monthly, when we check the program the start date is showing as dec 1st, but the work order is generated in at end of oct when we run the generate work orders program and shows the start date as Nov 1st

tried comapring the same work order which shows in forecast, please find the attached and suggest if its the correct behaviour.
