Other Compensation - plans not showing in the offer for employees

Summary:

In the Offer in recruiting, the plans are not showing in the Other Compensation section.

We will only be using recruitment for internal recruitment so all employees will already have an assignment/be on a payroll.

The only eligibility criteria we have on the plans is that the employee must be on a payroll.

We have tested by creating a test plan with no eligibility criteria, and we can see that one fine.

Does anyone know why we cannot see the other plans when the only eligibility criteria is payroll and we are only dealing with employees already on payroll, not external candidates?
