Unable to submit ICP request when the previous request is waiting for approval

Employees are unable to submit the ICP request if the previous request is still waiting for approval.
As per 19C functionality, we have enabled the profile option CMP_DISABLE_PENDING_APPROVALS_CHECK_IN_MANAGE_CONTRIBUTION to Y and set 'Never Allow' for both 'Update Allocations' and 'Discontinue Allocations'.
However, employees are unable to submit the Personal Contributions request if the previous request is waiting for approval.
