HR unable to see My Client Group > Manage Job Offers

Summary:

HR admin is unable to see nothing under My Client Group > Manage Job Offers. This page pop-up a blank page for them. thats why, they are not able convert internal movement actions. 

As system admin, I can list employees under Manage job offers. 

We want our HR admins to see listings in this page.
