How to make EDMCS instance read only for the users?

Summary:

We applied the block out period on the applications but that still allows the users to create requests and approve them. Even if it doesn't get updated in the hierarchy until the block out ends, it still is a challenge for us to keep track of the metadata changes. Business wants to restrict the users from raising any request during the close period hence they want the instance to be completely in READ ONLY mode for the users. We can't change the access of the users from Participant write to read since we have multiple applications with many dimensions and
