How to insert a duplicate of a competency in Skills and Qualifications if the year is different?

Our client would like to add competencies in Skills and Qualifications with a double check on Competencies and Assessment Year

When we try adding a new competency in Competency sections on Skills and Qualifications page, if the competency already exists, it gives an error. What we would like to have is a configuration where we can add an already existing competency with a different Assessment Year.

E.g. If an employee has been evaluated on the competency "Analisi di bilancio" in 2022, and we want to evaluate him on the same competency in 2023, it gives us an error. We would like to put the condition on both the attributes (error only if both the attributes are already
