How to enable "Insert in message text" option in recruiting content library

Content (please ensure you mask any confidential information):

While creating a content item in the recruiting content library, the option to insert tokens in message text needs to be enabled. Currently it is greyed out for any category of content item that is being created.

Meanwhile, " Insert in subject" is active and can be used.
