Onboarding Checklist not automatically assigned to pending worker

I got the issue checklist not automatically assigned to pending worker. I have check on the profile action for this both is correct:

1)  Reset the profile value for HRC_DISABLE_HCM_EVENTS_PROCESSING to N

2)ORA_PER_CHECKLIST_DEFER_I9_CREATION to Y
