RMA for not paid invoices not working

We are getting below error while creating RMA for some orders. Although, we are entering same quantity or less quantity than returnable quantity.

You must enter a return quantity that's the same as or less than the returnable quantity on line or row

The error is coming for some orders only. While debugging this issue, i found that the error came for the orders which are invoiced but not paid yet.

Is there any restriction that we cannot create RMA orders for orders that are not paid yet? Any profile/setup that control this?
