Promotion and transfer via manage job offers not showing in the person assignment

Summary:

I have two internal candidate applications, whom i have moved from the manager job offers, but those records are not showing under person assignments, no approvals are set at this level and nothing is showing in transaction console. please let me know if I am missing anything here.
