I can't access my instances "You don’t have permission to view these resources in this compartment"

Summary:

I cannot access my Oracle Cloud instances and they are all shut down.

The website says "You don’t have permission to view these resources in this compartment. Try another compartment, or contact your administrator for help." and I can't access any services in the web interface

I didn't receive any emails warning me and I didn't do anything wrong with my instances to cause this.

I was using one of my instances for managing my passwords in a database. Right now I have lost access to many accounts that I would like to recover but can't because the instances are stopped and I can't start any of them again.
