Need confirmation from Oracle- Applicant and CSP management

I'm currently working with a public sector client on ORC implementation. We are discussing managing applicants throughout the recruiting process.
They are currently using NeoGov which supports creation of adhoc states by the Recruiters even after a requisition is posted.
Their use case: Different recruiters manage recruiting activities for different departments. Many of these requisitions have anywhere between 100-200 applicants on requisitions. Recruiters send applicants for Hiring Manager review in batches of 15-20 based on meeting certain criteria. Recruiters are able to create different steps as appropriate for the position they are hiring for and move candidates to these "steps" and send applicants in one of those steps for HM review.
