Default values in drop down

Hi Team,


1.We have a requirement of making country (Australia) as default instead of clicking on drop down in complete oracle system for all modules (procurement, finance and projects)involved in our project. Is there any chance of achieving this requirement?


2. We have a requirement of displaying the time format in all the dashboards in short to be impacted on complete oracle system i.e; in our instance.


Please help us out with a solution.
