LEARNER IN "PENDING ACTIVE" STATUS IS TAKING UP A SEAT

Summary:

I know that when a learner enrolls in more than 1 offering of the same course, the second offering they enroll in goes to a "Pending Active" status in that offering. However, it also now "books" that seat for the learner in pending active status. So when another learner goes in to enroll in that offering, if it is at capacity, the second learner trying to enroll goes to a waitlisted status.

I understand the system and that it allows learners to enroll in 2 offerings, the second offering making the learner pending active status - we don't want that, especially if it takes up a booked seat.
