GOP not honoring transfer order reservation and showing the reserved quantity as available supply

Summary:

We have a org A and Org B. Sales Orders are shipped from both orgs A & B and material to B is supplied from org A via transfer order. However I observed that

in review supply availability report for org A GOP is not honoring the transfer order reservations. Is this a standard behaviour? If Yes any way to resolve this issue.
