Creating a rolling quarter report in application with 13 periods

Summary:

We have 13 periods in applications, and we are trying to create a report for rolling quarters, for all the period's "parent of periodoffset of currentperiod-3)" function is working fine however, this will not work when we have 13(adjustment period) in the quarter. Any idea how this can be solved?
