Is it possible to manage compensation plan columns by employee?

Hello experts,

we are configuring a global workforce compensation plan. Some compensation plan columns should be managed for specific employees only.

Is it possible to make the same user-defined custom column editable for some eligible employees and read-only for others?

If so, how can we do it? The same issue is for custom List Columns.
