How to enable 'only template' under the drop down ''Use'' field while raising a requisition

Summary: While raising a requisition under How > Use field is there any feasibility where the Recruiter or the HM can only view the template only and rest of the drop down fields are disabled for them (Position, Job, existing requisition, blank requistion)?
