Cannot input value in Promotion column in Workforce Compensation Plan

Hello,

We currently have an open cycle that requires some modifications. One of the modifications that it requires is the addition of "Promotion" columns in the worksheet.

I have added a new "Promotion" component under the Compensation Components task (see screenshot) and I've also enabled the appropriate columns in the "Configure Worksheet Page Layout" task. Everything looks okay when previewing the worksheet. I'm able to input a value in the "Promotion %" and "Promotion(Amount)" column. However, when I proxy in as a manager and check their view of the worksheet, the Promotion columns are completely blank and no data can be inputted (see screenshot). I've double checked with the users and no one is able to input any value in the two Promotion columns. I've refreshed the
