Required learning assignments are not created upon joining a Learning Community

Summary: Set up a Topic Community with required learning. The expectation is that as soon as a learner joins the community that the required learning is assigned to the learner. What are we missing in terms of expectations or set up. Reconciling the learning assignments does not trigger the creation of the assignment. The community is set up where anyone can join.
