how to trigger external webservice from Oracle saas SCM object workflow with item action

Summary:

Need to call a external webservice from Oracle saas scm 23D when an update happen on item in PIM. For that trying to use object workflow from application composer. after giving condition and syntax on expression builder its not working and not able to view any messages on run time messages menu also.

Need input from community is object workflow will work ? how and where to see the runtime error messages ?
