Manager can update Worker's goal (mass assigned) or source is from HR

Summary:

We have a goal that was mass assigned, thus the source of this goal is from HR. When it was mass assigned, the setting ' Allow worker to update key attributes' was UNCHECKED.

When logging in as a Manager to view the goals via my team, the manager can update the mass assigned goal of the worker. Is this an expected behavior?
